Accommodation providers urged to end demanding deposit from NSFAS funded university students



The National Student Financial Aid Scheme (NSFAS) has urged landlords to not demand a deposit or top-up payment from NSFAS-funded students.

This comes right after NSFAS received reports about some accommodation suppliers who demand NSFAS-funded students to pay for a deposit or top-up payment as a way to get entry to the permitted private accommodation.

"NSFAS reminds accommodation vendors in the compulsory conditions, as provided by the Standardised Fixed-Term Lease Agreement in between the private accommodation providers and NSFAS funded students," NSFAS said in an announcement on Thursday.

The Standardised Fixed-Term Lease Agreement states which the rent will likely be paid out every month to the accommodation provider (lessor) by NSFAS, on behalf of the lessee (NSFAS funded student), in accordance using the NSFAS conditions and terms for private accommodation companies’ participation on the student accommodation portal.

"The lessor may not call for or permit the lessee to pay a deposit, top-up payments, or almost every other varieties of payment into the lessor, or almost every other person in connection with this agreement, together with payment of hire, even though awaiting payment from NSFAS. The lessor shall don't have any recourse in opposition to the lessee for any default within the payment of rent by NSFAS," the arrangement reads.

The NSFAS terms and conditions for private accommodation companies’ participation on the student accommodation portal also states that: "Where the NSFAS-funded student is defunded because of an incorrect determination nsfas application delay by NSFAS, the student will not be read more chargeable for payment of any arrear rent to the accommodation company, up until finally the day of being defunded."

NSFAS defined that wherever the NSFAS-funded student chooses to continue occupying the leased premises, notwithstanding remaining defunded by NSFAS, the student are going to be accountable for payment of lease on the lessor through the date of staying defunded.
